Official and UnOfficial Foreign Visitors

1. Official Foreign Visitors with a DoD ID Card (such as a Common Access Card or Next Generation Uniformed Services ID).

  1. Official foreign visitors who are assigned to a US DoD organization (International Military Students, Personnel Exchange Program, Foreign/Country Liaison Office, etc.) that have already been issued a blue bar DoD CAC or Next Generation USID, and who need repeated or extended access to Carlisle Barracks will process through the Visitor Control Center (Visitor Center) for enrollment in the Automated Installation Entry (AIE) access control system after their hosting DoD organization has provided an access request memorandum or Foreign Visit Request has been submitted by their foreign embassy or US DoD Foreign Disclosure office. AIE enrollment for their ID card is only required for an extended foreign visitor request to Carlisle Barracks for more than 30 days, not for temporary duty visits.
  2. Multiple-base access for foreign national personnel may be authorized once an authorized purpose is established; foreign nationals may only be afforded access during the dates identified in the member's documentation for each individual location.
  3. To submit a memorandum requesting access to the Carlisle Barracks Garrison Commander, the memorandum must be signed by the host or visiting organization's responsible commander/director or International Military Student office. The memorandum must include instructions for documents that must be shown by the foreign visitor, visitor name(s) and access date(s), and justified reason for the visit. An example of the memorandum can be requested by contacting the Carlisle Barracks Physical Security Office. Please route all requests through Mr. James C.     Examples:
    • (1) A Foreign Officer is assigned to NSA Mechanicsburg and utilizes the Dunham Army Health Clinic for medical services during their 3-year assignment.
    • (2) The Air War College is sending assigned International Fellows on TDY to participate in Jim Thorpe Sports Days.

  4. Once Installation Access has been approved by the Garrison Commander, the requesting individual will need to report to the CBks Visitor Center in the case of extended visits. The individual’s ID card will be registered into AIE, if applicable. The individual will be able to have their ID card scanned at the Access Control Points for entry for all subsequent entries.
  5. Official extended foreign visitors must always be scanned at the installation access control point and never verified visually at these installations, even during periods when other types of CACs are primarily verified visually due to throughput, traffic, or other circumstances in accordance with Army Directive 2021-02.
  6. Official foreign visitors cannot escort or sponsor persons seeking access to Carlisle Barracks in accordance with Army Directive 2021-02 unless authorized by the Senior Command or authorized representative.

2. Official Foreign Visitors without a DoD ID Card (such as Common Access Card or Next Generation Uniformed Services ID).

  1. Official Foreign Visitors must submit an Official Foreign Visit Request (FVR) through their embassy to the HQDA G-2. When approved, the FVR will be sent to DES by the USAWC G2
  2. The Visitor Center & Claremont Gate will maintain the FVR information which will have the dates of the approved access, country of citizenship, and name of the foreign visitor(s).
  3. The foreign visitor(s) will report to the Visitor Center or Claremont Gate with their foreign passport. The Visitor Center or Claremont Gate will cross-reference their name to the FVR and issue the foreign visitor the AIE Visitor Pass on paper.
  4. For subsequent entries to the installation within the approved visit dates, foreign visitors will show their foreign passport and their AIE paper pass at the gate.
  5. Official foreign visitors cannot escort or sponsor persons seeking access to Carlisle Barracks in accordance with Army Directive 2021-02 unless authorized by the Senior Command or authorized representative.
  6. The Carlisle Barracks POC for the foreign visitors are responsible to ensure that all members of the foreign visitor delegation are either listed on the FVR or that non-DoD US participants submit a CBks Form 228 to the Visitor Center for access (e.g., car service drivers, translators, etc.).

3. Foreign National Employees of a non-DoD federal Agency.

  1. Foreign National employees of a non-DoD federal agency (e.g., USAID, DoS, DoE) must submit a CBks Form 228 to the Visitor Center and show their federal PIV ID card and foreign passport.
  2. The Visitor Center will do a background check, register the visitor in AIE, and issue an escort-required or unescorted pass for the visitor if cleared.
  3. For initial and subsequent entries to the installation, foreign national federal employees will show their foreign passport or federal PIV ID and their AIE paper pass.

4. UnOfficial Foreign Visitors requesting escorted access.

  1. he foreign visitor will go to the Visitor Center with their escort, who must be a US adult DoD ID cardholder. The visitor will provide the foreign passport to the Visitor Center.
  2. The Visitor Center will do a background check.
  3. The Visitor Center will register the visitor in AIE and prepare an escort-required pass for the visitor.
  4. The escort's name will be included on the AIE registration. The escort is required to be with the foreign visitor at all times, ensure all visitors depart the installation, and immediately report violations of the visitors to the DES.

5. UnOfficial Foreign Visitors requesting unescorted access.

  1. In rare cases, unOfficial foreign visitors may gain unescorted access with the approval of the Garrison Commander. The CBks Form 296-R-E must be submitted by a sponsoring US DoD member with appropriate justification to the Garrison Commander for approval.
  2. The CBks Form 296-R-E must be submitted digitally to the Carlisle Barracks Visitor's Center at usawc-cbks-des-visitorcenter@army.mil.
  3. It is recommended that all unOfficial foreign visitor requests be submitted no later than 30 days before the requested arrival date to allow time for processing.
  4. If the request is approved, the unOfficial foreign visitor will report to the Carlisle Barracks Visitor Center to obtain an AIE pass that will only be valid for the dates listed on the CBks Form 296-R-E.

6. In-coming International Fellows (IF) for the US Army War College.

  1. The USAWC G9 will provide a list of approved names of expected incoming IFs to the Visitor Center (e.g., IF Academic Prep Course starting in April, Distance Education First Resident Course in June, Resident Course new academic year in-processing in June, and Distance Education Second Resident Course in July).
  2. The incoming International Fellow (IF) will report to the Visitor Center/Gate with their passport and Invitational Travel Order (ITO).
  3. The Visitor Center/Gate will verify their passport and ITO and be issued a paper AIE Visitor pass for multiple entries.
  4. The IF will initially access the installation with the ITO and passport or be issued an AIE paper pass. If/when the IF gets their next Generation USID (Resident Students), they will go to the visitor center to have their ID registered in AIE.
