Veterans' Health Identification Card (VHIC) ACCESS:
The DoD and the Department of Homeland Security (DHS) expanded in-store commissary, Military Service Exchange (PX), and MWR Category C activity privileges to Purple Heart recipients; former prisoners of war; veterans with service-connected disabilities; caregivers or family caregivers enrolled as the primary caregiver for veterans in the Department of Veterans Affairs (VA) Program of Comprehensive Assistance for Family Caregivers; and Medal of Honor (MOH) recipients. MWR Category C activities include clubs, golf courses, recreational vehicle parks, commissaries, and the Post Exchange. This expansion does not apply for MWR activities primarily funded with appropriated funds, such as the fitness centers or other activities that are restricted, such as child development programs.
NOTE: The above-mentioned expansion is managed by each facility and is not associated with access. The Veteran must proceed to the Visitor Center for a background check and processing.
Access to Carlisle Barracks is allowed if you have a VHIC issued by the U.S. Department of Veteran's Affairs and you are serviced connected. You will go to the Visitor Center for an Installation Access Pass. Upon a favorable background check, you will be registered in AIE, and you will be issued an AIE pass for up to 1-year.
NOTE: The driver's license will be used in leu of the AIE pass. If the Veteran does not have a driver’s license, the VHIC card can be used as credentials in AIE. You cannot enter Carlisle Barracks with just a VHIC. Service connected must be annotated on the VHIC. A Veterans designation on a driver's license is not sufficient. VHIC Holders do not have Trusted Traveler Status and do not have escort privileges.
