In this section you will learn more about the opportunities for your children during your time at Carlisle Barracks. This place, more than any other post, offers a variety of program and opportunities from our Children & Youth programs to supportive local schools and youth sports and activities for pre-school children.

The gateway to the world of on-post youth activities is the Carlisle Barracks Child, Youth Services. Before your child can start taking advantage of the great programs, registration is necessary. To register for the Moore Child Development Center fill out these forms to register for School Age Care at the newly constructed McConnell Center, fill out these forms and you can register your 6-12th grader using these forms

Parent Central Services

While all CYS providers are trained and experienced to meet the needs of all children, any child with a "special need" is required to have paperwork evaluated by Parent Central Services and the Community Health Nurse at Dunham Clinic to determine if a Multi-Disciplinary Inclusion Action Team is needed and to develop a tailored plan for your child before participation in CYS programs. Based on the completed enrollment paperwork, Parent Central Services will identify children who must be processed through the Multi-Disciplinary Inclusion Action Team. For more information and to schedule your appointment, please call (717) 245-3801.

Community Health Nurse
Any child with indications of health, diet, behavior, or other considerations will have their paperwork evaluated by the Community Health Nurse to determine if a Multi-Disciplinary Inclusion Action Team meeting is required.

What is a MIAT?

The Multi-Disciplinary Inclusion Action Team, formerly known as the Special Needs Accommodation Process, is a multi-disciplinary team established to ensure the most appropriate placement of children with special needs.

The team meets to review any applications that indicate any possible medical issues, educational special requirements, or nutritional needs and to review concerns regarding children already placed in Child and Youth Services programs.

The Exceptional Family Member Program Manager will contact families to set up MIATS as appropriate. The point of contact for the EFMP Manager is 717-245-3775.

To assist the team, you will need to provide the proper documentation, such as medical documentation detailing developmental delays; illnesses, the severity of allergies (exposure, reactions, and treatments); prescription medications; and your expectations of services to be provided by the CYS staff, as well as Educational and Developmental Intervention Program information regarding developmental evaluations, services provided, etc. The MIAT can only proceed with providing the documentation required.


Usually, an MIAT will take 30 to 45 minutes. A MIAT needs to be held only once a year unless there are changes in the child's status, i.e., medications, treatment, diagnosis, etc.

Carlisle Barracks Exceptional Family Member Program

The EFMP serves family members of all active duty personnel with specialized medical and educational needs. Sponsors with physical custody of a parent or relative over age 21 are also eligible for the program.

After School Programs/Summer Camps


Our program provides before and after-school programs, summer care, and care during school vacations for children in grades K - 5. We offer various physical activities, arts & crafts, homework assistance, computer lab, character building, Boys and Girls Club, 4-H Chapter, field trips, and more.

Pre-School Children

Carlisle Barracks believes every child has value and must be treated with dignity and respect. We strive to provide a safe and caring environment that will foster children's social, emotional, physical, and creative development. The Moore Child Development Center offers several programs and opportunities for kids from 8 weeks to 5 years of age.

Programs Offered

Child Nutrition Program

All fees are based on total family income. Children must be registered in Central Registration before care is provided at the center. For information on enrollment and the fee schedule, visit https://carlisle.armymwr.com/programs/carlisle-child-care-facilities

 

Hourly Care: This program is for children 8 weeks to 5 years, based on space availability and is held at the Moore Child Development Center. Reservations can be made online or in the Child Development Center and care can be reserved up to 30 days in advance.

 

Red Cross Babysitter training, Aug. 6 – 8 and 13 – 14 from 8 a.m. to 3 p.m.

Each Summer, Carlisle Barracks hosts a 4-H/ U.S. Army Babysitting Course at the McConnell Center.

The course is open to CYSS members 13-18, but if spots remain after the initial registration, the class will be open to 12-year-olds who wish to participate until the class is full. There is no charge for the class, but there is a minimum of 15 students to hold the class with a maximum of 20. The course is offered over two days. You must attend both days of the session to become certified.

Participants will learn fire safety, developmental activities, how to identify child abuse, age-appropriate activities they can do with the children, and how to prepare healthy snacks. They will also receive CPR and first aid training.

Those who complete the course can be placed on the Carlisle Barracks babysitting referral list, which is encouraged for all babysitters. People interested in receiving a copy of the babysitting list can get one from Youth Services or the Moore Child Development Center. For more information, call (717) 245-4555.
