The U.S. Army Heritage and Education Center welcomes Georgetown University Professor, Dr. Matthew Kroenig, to give a talk titled “The Democratic Advantage in Great Power Competition: America’s Edge over Russia and China,” as the next Perspectives Series Lecture. The lecture is the fourth of four spring lectures for the theme “Great Power Competition” and is on Wednesday, June 22, at 6:30 p.m. EST at USAHEC, 950 Soldiers Drive, Carlisle, PA 17013. In a lecture based on his recent book, The Return of Great Power Rivalry: Democracy versus Autocracy from the Ancient World to the U.S. and China, Dr. Kroenig will provide an in-depth analysis of the return to great power competition and how the democratic system of the United States is advantageous compared to the autocratic systems of Russia and China. Drawing on a range of historical evidence and combining it with social science research, Dr. Kroenig advances the argument that democracies tend to excel in great power rivalries. By advancing a "hard-power" argument for democracy, Kroenig demonstrates that despite its many problems, the U.S. is better positioned to maintain a global leadership role than either Russia or China.
Dr. Kroenig is a Professor in the Department of Government and the Edmund A. Walsh School of Foreign Service at Georgetown University. Dr. Kroenig is also the Director of the Global Strategy Initiative and Deputy Director of the Scowcroft Center for Strategy and Security at the Atlantic Council. He has previously worked as the Stanton Nuclear Security Fellow at the Council on Foreign Relations, and as a research fellow at the Belfer Center for Science and International Security at Harvard University, and the Center for International Security and Cooperation at Stanford University.

Additional Background:
The Italians are the second biggest NATO Troop contributor behind the US. They have worked closely with the US in Iraq, Afghanistan, Syria, and Libya, and they are seeking to fill requirements in Africa. The Italian Carabinieri (the National Police Force--110K personnel) are a unique capability that brings civilian based law enforcement capability to operational environments requiring capacity development and/or a transition from military based security to local law enforcement and community centered security. The US military does not have dedicated stability policing capability nor does it want to develop it. Thus, a close US relationship with the Italians and being able to rely on Carabinieri capability is a good example of effective burden sharing and integration of Allies and Partners.
The Director of the newly established NSPCOE is seeking to establish collaboration points with key US Military entities IOT increase awareness of stability policing capability, and further refine the concept of stability policing and existing NATO stability policing doctrine.

This year’s Black History Month theme is BLACK HEALTH & WELLNESS. This theme acknowledges the legacy of not only Black scholars and medical practitioners in Western medicine, but also other ways of knowing throughout the African Diaspora. The 2022 theme considers activities, rituals and initiatives that Black communities have done to be well. In order to foster good health and wellness Black people have embarked on self-determination, mutual aid and social support initiatives to build hospitals, medical and nursing schools and community clinics. We are determined to create a platform that shines a light on the multiple facets of Black health and wellness through education and activism. Dr. David Hatch, the National Security Agency Historian, discusses the origins and early development of the modern field of Signals Intelligence (SIGINT) in World War II and the Cold War. SIGINT, a new concept for most American commanders during World War II, became an important tool for both military and civilian decision makers. After the war, the United States established its first peacetime national-level intelligence organizations, and the way the SIGINT agencies developed in the Cold War had a direct bearing on the emergence of cyber later in the century.

The USAHEC presents “Shifting the Oversight Lens on Cyberspace Operations,” with Professor Amy C. Gaudion on Thursday, Sept. 16, 6:30 p.m.
In this lecture, Professor Gaudion examines the recent expansion of the U.S. government's cyber authorities, to engage in both offensive and defensive measures, and explains how that expansion has coincided with a weakening and dispersion of congressional oversight mechanisms. This combination inhibits Congress's ability to gain a comprehensive understanding of the use of these new cyber capabilities, and obscures the use of such powers from the public as well. Professor Gaudion proposes alternative mechanisms for plugging the gaps in the oversight structure and for ensuring appropriate limits on the use of cyber capabilities, considering their potential for unintended escalation, catastrophic effects, harm to third-parties, damage to diplomatic relationships, and the development of reciprocal state actions at odds with the goal of creating international norms in cyberspace.

Though the fundamental nature of modern warfare has not changed since Carl Von Clausewitz wrote Vom Kreige in the early 19th century, technological advances since then have altered the battlefield significantly. In his latest book, Beyond Vom Kriege, R.D. Hooker, Jr. examines how war has changed in the modern world and how those changes effect military theory and national security. This lecture will reflect on those lessons learned over the course of six presidential administrations and offer a deep analysis of the conflicts in Grenada, Somalia, Iraq, and Afghanistan, among others.
R.D. Hooker, Jr. enlisted in the Army in 1975 as a paratrooper in the 82d Airborne Division. Later graduating from West Point, he was commissioned in the Infantry and served for 30 years as an Army officer. During his career he served with five parachute infantry regiments and commanded a paratroop company, battalion, and brigade. His service included combat tours in Grenada, Somalia, Iraq, and Afghanistan, as well as deployments to Rwanda, Bosnia, Kosovo, and the Sinai. A noted author, scholar, and government official, he served in the White House during four presidential administrations, most recently as Special Assistant to the President and Senior Director for Europe and Russia. A Senior Fellow with the Atlantic Council and a Distinguished Researcher with the University of Oxford’s Changing Character of War Program, he holds a doctorate in international relations from the University of Virginia and has taught at West Point, the National War College, and the NATO Defense College.

In this lecture, Dr. Donald Miller will tell the epic tale of the longest, and possibly most decisive, campaign of the American Civil War. Miller’s extensively researched narrative starts with the cultural history of the plantations and slaves in Mississippi, leading into the long ravages of war and destruction wrought by General Ulysses S. Grant and his invading army. By examining the strategic, operational, and tactical aspects of the Vicksburg campaign, Dr. Miller illuminates the campaign that split the Confederacy, opened the Mississippi River, brought over 100,000 slaves out of servitude, and pushed Grant into command of all of the Union Armies.

In his book, The Culture of Military Organizations, Dr. Peter Mansoor and his co-author, Dr. Williamson Murray, examine how culture impacts military organization and how officers make critical decisions on the battlefield. The lecture will explore the successes and failures of nations at war through sixteen case studies ranging from Victorian era belief systems to the Israeli military’s aggressive tendencies and ability to improvise. Mansoor will emphasize the impact of educational systems within a nation on how the military is run, and discuss debates about changing traditional institutions in the military today. He will analyze how deep-seated cultural values and beliefs influence how Soldiers think and how they attempt to solve problems. The lecture will conclude by looking at how technology impacts the military and how failing to adapt to technology has serious consequences in the future.
Dr. Peter Mansoor is a professor at The Ohio State University and earned his PhD in history from The Ohio State University in 1995. He was previously a Colonel in the United States Army during the second Iraq War. Dr. Mansoor has authored numerous books about military affairs including, Baghdad at Sunrise: A Brigade Commander's War in Iraq. His co-author, Dr. Williamson Murray, is a professor emeritus at The Ohio State University. Dr. Murray served in the United States Air Force for five years and has authored twenty-five books on military history.

In Boy on the Bridge: The Story of John Shalikashvili’s American Success, Dr. Andrew Marble tells the story of John Shalikashvili, the son of immigrants who fled Europe to the safety of the United States after World War II. Despite his underprivileged upbringing, Shalikashvili clawed his way to a Bachelor’s degree before being drafted into the Army and attending Officer Candidate School. Shalikashvili’s empathetic and collaborative approach to leadership impressed his colleagues, subordinates, and leadership alike. He demonstrated his expertise in military affairs through his ability to handle conflict, his humility, and his ability to work well with others. He rose rapidly in rank, eventually serving as the Supreme Allied Commander in Europe for NATO and then as the Chairman of the United States Joint Chiefs of Staff. In his lecture, Dr. Andrew Marble will study Shalikashvili’s leadership style through the lens of Shalikashvili’s family struggles, his career as a junior officer, and how he broke the chains of poverty to achieve the highest position in the American Armed Forces.
Dr. Andrew Marble is a writer, editor, and independent scholar, earning his PhD in political science from Brown University, an MA in Law and Diplomacy from Tufts University’s Fletcher School, and a BA in East Asian Studies from Middlebury College. His latest biography about GEN John Shalikashvili was written in partnership with the Association of the U.S. Army and is part of the American Warrior Series from the University Press of Kentucky. Dr. Andrew Marble was also an editor at the National Bureau of Asian Research, the founding editor of Asia Policy, and currently serves as the Outreach Editor for the Taiwan Journal of Democracy.

The U.S. Army Heritage and Education Center in Carlisle, Pennsylvania will welcome Dr. Courtney A. Short of Carlisle Barracks to live stream a lecture on her latest book, Uniquely Okinawan: Determining Identity during the U.S. Wartime Occupation (World War II: The Global, Human, and Ethical Dimension). In her book, Dr. Short combines extensive research with oral history accounts by both U.S. Soldiers and Okinawans to explore racial constructions on the Japanese island of Okinawa amid wartime and post-World War II encounters.
After landing on the shores of Okinawa in 1945, American military forces faced a unique situation: testing the loyalty to the Japanese Imperial Army of least half a million islanders. The American leadership conducted an in-depth analysis of Okinawan race, ethnicity, and identity in an attempt to understand and influence the allegiance of the Okinawans, shaping the wartime occupation policies of the American forces. Dr. Short offers insights into how the Okinawan culture allowed the people of the island to maintain their identity while adapting to a new type of government. Short also demonstrates the ability of the American military to rationally assess and successfully address such variables as race, ethnicity, and identity in different cultures while also keeping in mind practical considerations, such as resources and battlefield conditions.
Dr. Courtney A. Short is a currently serving officer in the U.S. Army and was commissioned in the Air Defense Artillery, serving in various command positions. She is a graduate of the Command and General Staff College, and has taught history at both the U.S. Military Academy and the U.S. Air Force Academy. Dr. Short holds a B.A. in History from Columbia University, and an M.A. and PhD in History from the University of North Carolina, Chapel Hill.

Dr. David L. Preston will be presenting a lecture based on his award-winning book, Braddock’s Defeat: The Battle of the Monongahela and the Road to Revolution. The graduation ceremony of the Army War College Distance Class of 2018 is scheduled for Friday, July 27 at 9 a.m. at the Wheelock Bandstand on the historic parade ground of Carlisle Barracks, Pa. The 372 graduates include 316 Army officers, 5 Air Force, 15 Marines, and 3 Navy -- 88 percent of the US military are National Guard or Reserve officers -- and 24 federal agency civilians and 9 International officers, from the Czech Republic, Estonia, Latvia, Lithuania, Netherlands, Spain, Taiwan, Ukraine, and the United Kingdom.

Army War College student Lt. Col. David Rozelle and his wife, Kim, will lead a panel discussion immediately following a 1-hour documentary, The Weight of Honor. Rozelle is the author of" Back to Action: An American Soldier¹s Story of Courage, Faith, and Fortitude," which tells the story from the day he had to tell his pregnant wife that he was going to war in Iraq, in 2003, to the day 4 months later when a land mine tore off his right foot beyond, through months of agonizing rehabilitation to his final triumphant re-certification as "Fit for Duty." The Rozelles will be joined by Ryan Kules, national director for the Wounded Warrior Project's Combat Stress REcovery Program, and his wife and caregiver, Nancy.
